*ROLE FUNCTION: *

Provide Dow Chemical DPS Barry Site with technical expertise, primarily in tanker transportation & operations. Monitor Distribution activities in accordance with the Responsible Care© code. It is expected that the job holder will develop a broad understanding of distribution practices and bulk equipment.

Incumbent responsibility is Barry site but can expand regionally to support other Dow Sites in the area in particular the UK and Nordic region. The incumbent must achieve his or her objectives largely through influencing and training of others without direct reporting lines.

*KNOWLEDGE BASE: *

The incumbent is to attain a high level of technical distribution and logistical expertise through study, training and personnel experience. He or she must have a keen understanding of transportation equipment elements (regulatory design, mechanical, capability, safety, availability and cost).

Incumbent must recognize the technical, legal and economic implications of their work. He or she must develop an extensive knowledge of transportation regulatory compliance in areas or road, sea and air through external training. Also must have the ability to work effectively across internal organizational boundaries as well as externally with customers, carriers and other vendors.

Incumbent must be able to develop and clearly communicate suitable Dow options notwithstanding the complex factors that affect Dow safety, legal, ethical and profitably situation in regards to transportation and distribution operations.

Human relations skills are critical to include negotiation, facilitation, influencing and the ability to satisfactorily resolve issues involving conflicting objectives.

*PRINCIPAL ACTIVITIES: *

Productivity:

  • Primary Logistics contact for the Barry site bulk tanker operations. Develop technical understanding of equipment, operations and regulations covering bulk transportation. Critical link between Logistics and Production to ensure that they receive an efficient service with regard to tanker operations.

  • Provides primarily technical support to Barry site, other European Dow Corning Plant sites and customers when required engaged in receiving or shipping tankers in particular high hazard materials. This may require customer visits if necessary.

  • Network and communicate regularly with Global / America’s Senior Technical Transportation Specialist and Asia Logistics Safety Leader regarding bulk tanker transportation that could impact Dow Corning operations.

  • Provide day to day support & guidance to the Delivery Coordinators in loading, unloading and tanker delivery activities.

  • Manage the Chlorosilane & other dedicated fleet of tankers to ensure availability. This involves regular communication with Delivery Coordinators, Maintenance, Production, Engineering Integrity, other DC sites, customers and suppliers to ensure timely return of tankers to available service.

  • Monitor the performance & utilization of the dedicated tanker fleet using available tools such as GPS and SAP.

  • Works with tanker leasing companies and fabricators to agree specifications, lease or purchase of new tankers globally for high hazard materials e.g. Chlorosilane, Methyl Chloride and Acetyl Chloride.

  • Manage Bulk liquid carriers for shipment of DC products to customers and intercompany. Meets on a monthly or quarterly basis with carriers to review operational performance, commercial aspects and resolve any related items. This includes reviewing and evaluating opportunities to improve service and reduce operational and transportation cost.

  • Works closely with European Logistics Procurement to tender carrier lanes with identified carriers e.g. US, Asia and European destinations from Barry.

Safety & Stewardship:

  • Ensure site complies with dangerous goods regulations and the principles of Responsible Care© Distribution Code and act as Dangerous Goods Safety Advisor (DGSA).

  • Coordinate & perform audits of first time receiver of bulk chlorosilane customers in Europe with DC Engineering Consultant. Also perform audits on other high hazard material transportation activities that may impact Dow Corning operations.

  • Coordinate & perform audits of chlorosilane carriers in Europe.

  • Ensures the Distribution / Logistics Responsible Care© Management System is in compliance and meets RC 14001.

  • Responsible Care Distribution Auditor to review and verify compliance against transportation regulations and DC global standards and guidelines performing RC OEMS audits at other DC sites globally & 3PL warehouses in Europe when required.

  • Participates as a team member of Global and European Hazardous Material Shipping Team (HMST).

  • Communicates when appropriate with Customers / Vendors and Commercial Managers and provides technical support on safety and quality related issues.

  • Maintain a level of personal contact with DC approved carriers by supporting the Logistics Specialist (Vendor Management) in carrier meetings to resolve VQN reports when necessary.

Other Responsibilities:

  • Ensure that shipping approvals from port authorities and annual subscriptions to relevant regulatory bodies are gained.

  • Safety Coordinator for Logistics Department. Develops Safety program based on departmental needs. Updating and reviewing Logistics Safety KPI’s

  • Quality Notification Coordinator for Bulk shipments for the department. Assigns tasks to relevant parties to carry out investigation and implement corrective actions and close out QN within agreed time frame.

  • Verify Logistics invoices and work to identify cost savings within own area of responsibility.

  • Lead or support local and global six sigma improvement projects with area of expertise.

  • A minimum of 5 years of experience in logistics or supply chain within chemical industry.

  • Knowledge in site logistics related activities.

  • University Degree in Chemical, Mechanical or Process Engineering, Supply Chain

  • Preferrably knowledge of dangerous goods safety management

  • Knowledge of the 5 Manufacturing & engineering competencies; Responsible Care Information Technology, Work Process Discipline, Productivity Focus, & Technical Capabilities.
